On March 25th, the Japan Tourism Agency took administrative action against three travel agencies, based on Article 19, Paragraph 1, Item 1 of the Travel Agency Act. A hearing was held on March 21st to decide on the details of the action. The companies that received the action were Caravan Tours, Tobu Top Tours, and Orion Tours. The reason for the violation of the Travel Agency Act was that Caravan Tours' Tokyo branch arranged a chartered bus for a chartered bus tour, with both the departure and arrival points outside the company's operating area. Tobu Top Tours' Hiroshima branch and Orion Tours' head office both arranged travel for chartered bus tours at fares and fees below the minimum limit. Caravan Tours' Tokyo branch and Orion Tours' head office were suspended from business from March 27th to April 9th, and Tobu Top Tours' Hiroshima branch was suspended from business from March 27th to April 4th.
